Gov. Arnold Schwarzenegger, who unveiled his
revised state budget proposal yesterday in Sacramento, is hoping his
lottery bond plan will help erase the state's massive shortfall. But
lawmakers from both parties objected to the proposal.
I don’t know as much as you two about California but the impression is a governor with vision versus politicians with a bad track record of innovation and problem-solving.
The governor is in the Kennedy family and I am sure they are uncomfortable with his position on a lot of issues. I like the governor, because he tries to be reasonable. Most Democrats in Sacramento are tax and spend Democrats. They have now spent the state into deep debt.
The governor tried to address these issues when he got into office, but the Democrats in Sacramento fought any attempt to bring the budget into line. It will be interesting to see what will happen.
I remember 1991 when California's legislature couldn't pass a budget by the end of June. As I recall this went on for several months and it had to issue warrants to state employees because it couldn't write checks. Finally the banks stopped honoring the warrants. California went broke.

Prior to the Terminator being governor, it was difficult to talk to a reasonable person in Sacramento. The bureaucracy would swallow the client. But, the Terminator changed that.
When he came into office, he fired several bureaucrats and department heads. This lead to a shakeup in Sacramento. The fat cats in Sacramento were replaced with top flight professionals with an eye on efficiency. So, the Terminator's staff solved problems quickly in my cases.
